FIFA strengthens VAR system ahead of England-Argentina semi-final

Ahead of the World Cup 2026 semi-final between England and Argentina, FIFA has implemented a change to its Video Assistant Referee (VAR) system. The global football governing body has decided to deploy a VAR team directly at the Atlanta stadium for the match, which is scheduled for this Wednesday. This move aims to enhance the technical setup and address concerns that have arisen during the tournament.
Previously, VAR operations for all tournament matches were centralised at the International Broadcast Centre (IBC) in Dallas. The decision to have an on-site VAR presence in Atlanta is intended to serve as a backup solution. This measure is designed to mitigate potential technical issues or communication breakdowns with the Dallas control centre, thereby ensuring the smooth operation of refereeing during the high-stakes semi-final.
The change comes after several controversial referee decisions throughout the competition have sparked debates. Dan Hunt, a member of the organising committee, addressed the decision, noting the intense gameplay situations characteristic of such matches. He highlighted the demanding nature of the referees’ mission, with only four officials assigned to cover a field significantly larger than an American football field.
Hunt expressed satisfaction with the presence of VAR officials at the stadium, viewing it as an additional guarantee for the integrity of the match. While the exact communication protocols for the on-site team were not yet clear, the measure is seen as a step to reinforce refereeing support. FIFA has faced numerous criticisms regarding decisions made with video assistance since the tournament began, with some observers pointing to a lack of consistency in VAR’s application.
Some perceptions suggest that Argentina, the defending champions, have benefited from several favourable decisions, while England has been at a disadvantage multiple times during the tournament. These differing views have contributed to the ongoing debates surrounding refereeing ahead of the highly anticipated semi-final clash.
Challenges with VAR Implementation
The introduction of VAR was intended to eliminate the human element of error in refereeing, but its implementation has frequently led to further controversy. Even well-informed experts often disagree on the correct application of rules in these situations. Disputes have arisen over millimetre margins revealed by replays, instances where VAR appeared to miss clear fouls, and technically correct decisions that still felt unjust.
Inconsistency and Trust Issues
Despite the ability of VAR to provide additional evidence for decision reviews, the actual decision-making process is widely regarded as inconsistent. This inconsistency is partly attributed to the on-field referee’s discretion in enforcing rules, such as determining what level of contact constitutes a foul. Pierluigi Collina, FIFA’s head of referees, has noted that VAR must adapt to the officiating style of each match, and achieving consistency remains a challenge.
More technology and intervention are not expected to resolve some of the fundamental issues. An example from a Serie A match between Juventus and Inter Milan illustrated this problem, where a Juventus player received a second yellow card for minimal contact, leading to a sending off. VAR rules at the time prevented intervention in second-yellow-card situations, highlighting a limitation of the system.
Even when the VAR system functions as intended, it does not always increase fan trust. In a World Cup match between Qatar and Switzerland, a crucial penalty kick decision hinged on an offside call, a situation VAR is designed to handle. However, the lack of an infographic detailing the VAR review result led to distrust among fans and commentators, despite FIFA’s later statement that the review was successful but a technical issue prevented the graphic from being shown.
The increasing sophistication of technology means that audiences demand greater transparency, and the opportunities for system failures also increase. The focus on millimetre precision, such as a player’s toe determining an offside call, risks removing the emotional element that attracts fans to football. This approach also assumes perfect precision and accuracy in measurements, without error.
Beyond the pitch, the VAR system has faced issues, including a VAR referee caught watching betting sites during a game, another suspended for match-fixing, and a refereeing administrator investigated for unduly influencing VAR reviews. FIFA itself has been criticised for suspending a ban against a US player without clear explanation, following an intervention from US President Donald Trump, raising concerns about political interference. Millions of dollars have been invested in VAR technology and operations, making errors costly and ensuring the system is likely to remain in use.
